The Council for the Polish Language at the Presidium of the Polish Academy of Sciences (PAN) 2005 Annual Report
In 2005 the Council (Council for the Polish Language, RJP) focused on various issues.
The Council played a major role in the organization of the 6th “Forum Kultury Słowa” [Forum for the Good Usage of Polish] entitled “Polska polityka językowa wobec członkostwa Polski w Unii Europejskiej” [Polish Language Policies in the Context of EU Enlargement], held on 20-22 October 2005 in Katowice. The aim of this interdisciplinary conference was to discuss the situation of Polish in the new geo-political context, i.e. after joining the EU. Also, it dealt with the new directions for promoting the position of Polish in Europe. During the conference, the Council established relations with Polish language translators working for EU institutions. This new collaboration resulted in the creation of the Team for Collaboration with EU Translators, whose work focuses on linguistic problems relevant to the EU translators, both by means of issuing expert evaluations and organizing training sessions. (Already in 2005, the Council organized the first training session, while two others are planned for the first half of 2006.)
In addition, the Council helped the Senate’s Culture and Media Commission with the preparations for establishing 2006 as the Year of the Polish Language. The cooperation was very successful: during its plenary session on 22 December 2005, the Senate unanimously passed the appropriate resolution. The Council has the status of the Polish Senate’s chief partner in the organization of the celebrations.
Also, the Council’s “Sprawozdanie o stanie ochrony języka polskiego” [Report on the State of Protection of the Polish Language] for the years 2003-2004, was debated in both chambers of the Parliament in the first half of 2005.
The Council continued to carry out its statutory activities.
In 2005, two plenary sessions were organized as well as nine sessions of the Council’s Commissions.
The Council cooperated with national institutions including: the Polish Sejm and Senate; the Ministry of National Education (MEN); the Central Examinations Board (Centralna Komisja Egzaminacyjna), and the Commission on the Standardization of Geographical Names outside the Republic of Poland (Komisja Standardyzacji Nazw Geograficznych poza Granicami RP, KSNG). It also participated in the work done by the European Federation of National Institutions for Language (EFNIL).
As it does every year, the Council issued its “Komunikaty Rady Języka Polskiego przy Prezydium PAN” [Announcements of The Council for the Polish Language at the Presidium of the Polish Academy of Sciences]. The Council also published the proceedings of the 5th “Forum Kultury Słowa” [Forum for the Good Usage of Polish], entitled “Bariery i pomosty w komunikacji językowej Polaków” [Barriers and Bridges in Communication among Poles], edited by J. Bartmiński and U. Majer-Barnowska (Lublin, 2005).
The Council members replied to 242 letters asking for expert evaluations. Due to the decision made during the 17th plenary session, the Council stopped issuing evaluations to private individuals (with the exception of queries related to names and surnames) and private companies (in particular advertising companies), thus it dismissed 80 enquiries.
